His father John Carter is originally from Texas, United States while his mother Fiona Jackson is from Dublin, Ireland. He has a sister named Aisleagh and 2 half-brothers, Jonathan and Lyman. Jackson spent his childhood in California but he eventually returned to his native city of Vancouver at age 8 with his mother and sister. He schooled at Ideal Mini School in Vancouver and later transferred to Kitsilano Secondary School, also in Vancouver.

As a teenager, Jackson marked his acting debut in the film Crooked Hearts (1991) and a year later, he featured in a stage production of Willie Wonka and the Chocolate Factory.
