Susan Downey was born into a Jewish home as Susan Nicole Levin, to American businessman Elliot Levin and his wife Rosie Levin. Her birthplace was at Schaumburg, Illinois, United States, and she was born on November 6, 1973.

Susan Downey grew up in Schaumburg, where she attended high school. She graduated from Schaumburg High School in 1991. Her desire to go into film production started when she was 12, and it was what prompted her to attend and graduate from the University of South California School of Cinematic Arts.

Susan began her career working at the Threshold Entertainment shortly after finishing college. At the production company, she supervised the production of Mortal Kombat, Mortal Kombat: Annihilation and also Mortal Kombat: Conquest, a 22 episode TV series. She went on to work at Dark Castle Entertainment, where she held the position of co-president. In 1999, she joined Silver Pictures and held the position of executive vice president of production. At Silver Pictures, she supervised both the development and production of some feature films like Swordfish and Thir13en Ghosts.

In 2002, Susan made her production debut when she co-produced the American-Australian horror film, Ghost Ship.
